Is splicing a private residential telephone line neccessary and/or legal?

Have been having a lot of loud, crackling static on a private, residential phone line. I have had it looked into, and was told that the "splicer was going bad". It has since been replaced with a new splicer. Is this standard practice?...


The term splicer refers to a person who splices the wire (i.e. connects them together). If you have static, check your line at the network interface device (NID). I've included a link to explain how to do it. If you don't have a NID call your phone service provider and report the trouble....

Severing of major fiber optic artery disrupts communication

The computer link with the Pennington County Treasurer Department of Revenue in Pierre suddenly disappeared when a fiber optic cable was severed on Monday morning.

Customers lined up to beat the deadline of 1 July when the computer screen went black, according to the Treasurer Janet Saylor.

Treasurers offices in Lawrence, Meade and Butte counties did not have the same customer lines, but their vital link to Pierre also disappeared.

The disturbances were caused when a fiber line and critical copper telephone line was cut, apparently by a piece of equipment operated by a subcontractor for electrical Muth. He has had widespread effects in the Black Hills, stunning long distance service, cellular telephone service and, Rapid Valley, Qwest customers have lost their ability to call 911.

The line was cut at about 8:40 near the intersection of East St. Patrick Street and South Valley Drive.

"It was a major artery for a few different systems," said spokesman Karl Bieber Qwest Qwest in the Omaha office."There are some very critical lines passing through the community.

Splicing is a technique that can be used to reduce the static heard over your phone or as a troubleshooting step used when repairing a damaged phone line. The physical act of splicing telephone wires is relatively simple. If you do not have experience with this type of work, the most difficult part of the activity will be knowing which wires to splice. A telephone line needs to have two wires ("TIP" and "RING"), which are referred to as "one pair." These wiring configurations differ based on the type of cable being used (i.e. Cat5 differs from Cat3).

At my main office I found an Ethernet cable splice using telephone wire splice connectors during a small cubicle farm redesign and thought Not Good. Then I considered that it may have been a quick fix at the time that was never revisited. Then I found another, and continue to find inoperable wall jacks with Ethernet pairs reversed, or just totally mixed up, or even disconnected where a toner can't locate the wire in the bundle below the floor. This is my vent and warning to others. <vent> Get your wiring work in writing including details of your specs (T568A or B), testing requirements, and cabling requirements (CAT5, 5e, 6 or 7). Then ensure the contract includes verbiage that the company must repair a discovered problem for a period of time after installation. (cabling is often sub'd out) And for crying-out-loud, find another data cabling installer if this is the product! </vent>
