BART budget bypasses service cuts, fare increases
BART directors adopted a $619 million operating budget Thursday that calls for no service reductions or fare increases and expects to bring in $35 million more than it spends.
But don't think of it as a surplus, said Carter Mau, executive manager of planning and budgets. "That's a bit misleading. "There are many, many, many things on the to-do and must-do lists for this agency to maintain the safe, reliable service our customers expect."
While BART's operating budget is balanced, he said, its future capital needs are great. The agency has projected $7.5 billion in needs over the next 25 years, including $3.4 billion to replace the 669 cars in its rail fleet.
BART plans to spend most of the surplus revenue on improving conditions for its passengers, who have complained that the system has grown too dirty and noisy. The agency plans to invest in a seat-cushion replacement program, noise abatement efforts, and elevator and escalator rehabilitation.
A program to test later-night Friday BART service by running trains an hour later into early Saturday and delaying the start of Saturday morning service by an hour, from the current 6 a.m. to 7 a.m., also is being considered. A federally required study of the impact of the service change on minority and low-income communities is under way.
